Drinking Trough

Any idea what this is and who put it there etc? It's on the High Street by St. Johns' Church, it's not listed. Best guess is that it is a drinking trough for horses on the A5 road through Bangor. Appears to be on the 1840 Tithe map

A worn Inscription carved around the inner arch reads ' THIS FOUNTAIN WAS ERECTED / BY / MR. DAWKINS PENNANT / FEBY 17TH 1854 '.
